The first mention of him as a rising star appeared after his brilliant games for the St. Joseph High School, where he studied and played as a tailback. During his studies at school, he had 18 touchdowns and 5,392 rushing yards. For that, he in those early years received All-American, All-Ohio honors and varsity letter award. He got also two other varsity letters in track and in basketball.

After graduating from St. Joseph High School, Howard attended the University of Michigan, where from 1989 to 1991 played in football. Playing for the University of Michigan, he set or tied 5 NCAA and 12 Michigan records.
