Shelley`s birthplace is London and has the Anglo-Indian parents. At, Basingstoke, she studied at Queen Mary`s College and then trained at Webber Douglas Academy of Dramatic Art. Cousin of her grandfather was the famous Anglo-Indian actress Merle Oberon. She was the Hollywood star of her time, and Conn regarded her as an inspiration though she never knew her. From her biography, it is known that both her parents were born in India. They were born as British citizens in India and therefore, both her parents culturally grew up with and were nurtured in British culture. Conn had already confirmed that they were brought up as Catholics and spoke only in English. She had even said that both her parents had British passports and moved over to England not as strangers but as real British. And then came Shelley herself, born in the England and grew up there.

After finishing from Drama School, she got many roles in many British films, though small roles indeed. She got her breakthrough when she played Ashika Chandiramani of Party Animals, a BBC series. She worked in other BBC productions like Mersey Beat, Casualty and many other as well. She made her stage appearance in 2002 with Royal Shakespeare Company. The plays were played at Gielgud Theatre and included The Island Princess, Eastward Ho, and The Roman Actor.

Jonathan Kerrigan is an actor too, and they have a son out of this marriage. Conn and her husband named their son Oscar, and he was born in 2012.
